North Central Quarry

Conundrum’s North Central Quarry, as part of the Beveridge North West Precinct Structure Plan, was approved on 5th August 2025 by the Victorian State Government.

Located to the west of Spring Hill on open farmland where mixed sustainable usages already co-exist, our North Central Quarry will provide choice and opportunity for future generations, locals, customers and suppliers.

The approval of this key location will allow us to deliver what our community and state desperately needs – access to essential construction materials and jobs with a reduced environmental and carbon footprint. This site will provide high quality basalt, vital for maintaining the community’s standard of living – the literal ‘bedrock’ for our homes, roads, schools, hospitals and major projects.

Quarrying is a temporary land use and Conundrum is committed to progressive rehabilitation, enabling the land to be returned to the landowner ready for its next life. We understand the importance of ongoing rehabilitation and were recently highly commended for our rehabilitation works at our Stawell Quarry.

We are pleased the State has chosen to protect and utilise this resource, humbled by the opportunity to contribute, and collectively working on the next steps forward.

Site Specialisations

Our proposed North Central Quarry will offer:

  • High-quality basalt to support local growth and continue to service our customers
  • A quarry site with unimpeded delivery to Melbourne via State and Federally funded road networks limiting demands on local shire roads and minimising carbon impact.
  • A resource situated between the townships of Wallan and Beveridge, and well outside the EPA’s separation distances and nearly two kilometres from existing housing.
  • Job creation and the provision of economic activity to the region
  • A short-term quarry, allowing natural transition from quarrying to its next life

How We Deliver

We developed the application for North Central Quarry building on our family’s experiences, the industry’s knowledge and our community’s concerns. Extensive planning has gone into the site, culminating with a regulator endorsed Work Plan which we are committed to complying to. It is a core value of our company to provide a safe working environment, and to enrich the community in which we operate.
